OMB’S “SUPER CIRCULAR”—A COURSE FOR PLANNING AGENCIES AND THEIR AWARD PARTNERS

The U.S. Office of Management and Budget (OMB) has crafted the biggest changes in federal grants management policies in four decades in a hefty document that a lot of people are calling the “Super Circular.” By consolidating previous directives that were addressed to different sectors of the recipient and sub-recipient community and by adding and revising the audit policies required by the Single Audit Act of 1984 (as amended), OMB has created what it hopes will be a comprehensive, cohesive and longstanding instruction for federal agencies, pass-through entities, recipients, sub-recipients, and independent auditors. But it’s fair to say that the new policies have triggered a long learning curve. And it’s clear that old policies and habits die hard—“The way we’ve always done it” remains alive and well.

This session will provide a detailed review of what is now required for accountable and performance-oriented grants management from the perspective of the Planning District Commissions in Virginia and the state agencies that provide federal awards to them.
