Department of Housing & Community Development (DHCD)

The Virginia Department of Housing and Community Development (DHCD) is committed to creating safe, affordable, and prosperous communities to live, work and do business in Virginia. DHCD partners with Virginia’s communities to develop their economic potential, regulates Virginia’s building and fire codes, provides training and certification for building officials and invests more than $100 million each year into housing and community development projects throughout the state, the majority of which are designed to help low-to-moderate income citizens. By partnering with local governments, nonprofit groups, state and federal agencies, and others, DHCD is working to improve the quality of life for Virginians.

Virginia Association of Counties Group Self-Insurance Risk Pool (VACORP)

VACORP is the Virginia Association of Counties Group Self-Insurance Risk Pool, a member-owned risk pool that provides affordable, stable, and reliable, comprehensive self-insurance and risk management services to Virginia’s local governments, school divisions, authorities and other political subdivisions. VACORP is proud of its ability to tailor coverages and risk management services to meet the ever-changing needs of its nearly 500 members. We challenge existing practices, develop creative solutions, and work together to provide the highest level of service to each participant.

Virginia Housing Development Authority (VHDA)

Since its creation in 1972 by the Virginia General Assembly, VHDA has helped Virginians attain quality, affordable housing through public-private partnerships with local governments, community service organizations, lenders, realtors, developers and many others. VHDA provides mortgages for first-time homebuyers, as well as financing for apartment communities and neighborhood revitalization efforts. They offer free homebuyer classes, support housing counseling, and help people with disabilities and the elderly make their homes more livable. They also administer the federal Housing Choice Voucher and Housing Credit programs in Virginia. VHDA is self-supporting and receives no state taxpayer dollars to fund its programs. Instead, they raise money in the capital markets, and contribute a significant portion of their net revenues each year to help meet Virginia’s housing needs.

Virginia Resources Authority
VRA provides innovative and cost-effective financial solutions to meet the infrastructure needs of communities. From water and sewer improvements to transportation and public safety projects, VRA is available to assist local governments and regional authorities with affordable financing for all their capital improvement needs. Since its inception in 1984, VRA has provided over $8.5 billion of financing for more than 1,800 infrastructure projects across Virginia.
